    Writer Jessica Bendinger originally pitched the story as Cheer Fever, describing it as a blend of Clueless and Strictly Ballroom set at the national high school cheerleading championships and combining her love of hip hop and cheerleading.

    Bendinger drew the film's depiction of cultural appropriation from her experiences as a white writer covering hip hop artists at Spin, which led her to imagine a top squad that had been stealing routines from another team.

    Bendinger's pitch was passed over 28 times before Beacon Pictures agreed to produce the film.

    Peyton Reed required all actors to participate in a four-week cheerleading camp and expected auditioning actors to have a cheer prepared so stunt doubles would not be needed.
