Newly-paroled former US Army ranger Cameron Poe is headed back to his wife, but must fly home aboard a prison transport flight dubbed "Jailbird" taking the “worst of the worst” prisoners, a group described as “pure predators”, to a new super-prison. Poe faces impossible odds when the transport plane is skyjacked mid-flight by the most vicious criminals in the country led by the mastermind — genius serial killer Cyrus "The Virus" Grissom, and backed by black militant Diamond Dog and psychopath Billy Bedlam.

Malkovich was considered early for the role of Grissom; other actors who auditioned included Michael Biehn, Jason Isaacs, Mickey Rourke, Willem Dafoe and Tom Sizemore, while Bruce Willis turned the role down.

Director Simon West chose Wendover Airport and its wartime bomber base to stand in for Lerner Airfield because he felt it looked like the surface of the moon; the base's original swimming pool was used for the scene with Garland Greene and a little girl.

On August 29, 1996 welder Phillip Swartz was crushed to death at Wendover when a static model of the C-123 fell on him; the film's end credits read In Memory of Phil Swartz.

Three C-123s were used in production: one was sold in December 2003 and later destroyed when it crashed into Mount Healy on August 1, 2010 killing its three-member crew, another was scrapped after filming, and the third was donated to the Historic Wendover Airfield Foundation and remains on display.

Producer Jerry Bruckheimer abandoned an original plan to stage the finale at the White House in favor of Las Vegas; the climactic crash was filmed at the Sands Hotel shortly before its demolition and the production arranged to blow up the building's front.
