    Silvio Horta conceived Urban Legend while working at a Nordstrom perfume counter and pitched the idea in late 1997 to producer Gina Mathews, who helped further develop the screenplay.

    Director Jamie Blanks, a 26-year-old Australian noted for his short film Silent Number, was scouted by producer Brad Luff and signed on in February 1998 after creating a mock-trailer for I Know What You Did Last Summer.

    Jared Leto was cast as Paul Gardner for a dark quality that contrasted with his conventional appeal and because he was already known for his role on the series My So-Called Life.

    Alicia Witt was cast as Natalie because producers felt she was against type and a strong actress; she was intrigued by playing a survivor who endures extraordinary circumstances.

    Rebecca Gayheart recalled having to repeatedly audition, go in and fight for the role, and perform multiple screen tests before being cast as Brenda, the film's eventual villain.

    Principal photography began in Toronto on April 20, 1998, with the University of Toronto standing in for Pendleton; the opening gas-station scene used artificial rain machines, and the final Stanley Hall sequences were shot in a slated-for-demolition building dressed with scaffolding and lit with candlelight, with production design by Charles William Breen.
